Andy Fugitt has been practicing law since 1983, including 3 years as an Assistant Attorney General and 17 years in private practice which involved civil litigation, appellate practice, administrative law, employment law, and representing public boards and offices. He is admitted to practice law in the state courts of Oklahoma, the United States Court of Appeals for the Tenth Circuit, and the United States District Courts for the Western, Eastern, and Northern Districts of Oklahoma. Andy is a graduate of the University of Oklahoma College of Law and also has a Masters in Business Administration from the University of Oklahoma. Andy is a member of the Oklahoma, Oklahoma County, and American Bar Associations, the Oklahoma School Board Attorneys Association, and the National School Boards Association’s Council f School Attorneys.

Laura L. Holmes has been practicing law since 1991 and began representing school districts in 1992. She has represented common schools, career technology schools, and community colleges during her years in practice. Laura is admitted to the United States Supreme Court, the state courts of Oklahoma, the United States Court of Appeals for the Tenth Circuit, and the United States District Courts for the Western, Eastern and Northern Districts of Oklahoma. Laura graduated from the University of Oklahoma College of Law with a Juris Doctorate degree with distinction and from Wesleyan University with a Bachelor of Arts degree with honors. Laura is a member of the Oklahoma and American Bar Associations, the National School Boards Association’s Council of School Attorneys, and the Oklahoma School Board Attorneys Association.


Anthony Childers has been practicing law since 2010. He attended the Catholic University of America where he graduated with a Bachelor of Arts, cum laude in 2007. Anthony then went on to attend the University of Oklahoma College of Law. In law school, Anthony served as a member of the American Indian Law Review and competed in the National Health Law Moot Court competition in 2008 and 2009. He received his Juris Doctor, with honors in 2010, and was admitted to the Oklahoma bar that same year. Anthony is a member of the Order of the Coif and Order of Solicitors. Anthony is admitted to practice before all Oklahoma state courts and the United States District Courts for the Northern, Eastern, and Western Districts of Oklahoma. He is also admitted to practice before the United States Tenth Circuit Court of Appeals. Anthony is a member of the Oklahoma Bar Association, the National School Boards Association Council of School Attorneys, and the Oklahoma School Board Attorneys Association.

Lauren Ray is a 2009 graduate from the University of Oklahoma College of Law. Lauren completed her Bachelor’s Degree at Texas A&M University. Prior to working at the Center for Education Law, Lauren worked at a civil litigation firm. Lauren is a member of the Oklahoma Bar Association and the State Bar of Texas as well as the National School Boards Association Council of School Attorneys and the Oklahoma School Board Attorneys Association. Lauren is also active in the community. She teaches aerobics at the local YMCA, and is also a Vice President of the Oklahoma City Texas A&M Club. Lauren is admitted to practice before all Oklahoma State Courts and Texas State Courts. Lauren is also admitted to practice before the United States District Courts for the Northern and Western District of Oklahoma.

Belinda Tricinella has been practicing law since 2009, including two years as Assistant General Counsel for the Oklahoma State Department of Education. During her time at the Oklahoma State Department of Education, she advised the State Superintendent and State Board of Education on legal issues, negotiated and drafted agency contracts, and participated in administrative hearings and litigation matters. Belinda is a 2009 graduate of the University of Oklahoma College of Law. While in law school, Belinda was a Clerk for the Honorable Keith Rapp of the Oklahoma Court of Civil Appeals. She is a member of the Oklahoma Bar Association, National School Boards Associations Council of School Attorneys, and the Oklahoma School Board Attorneys Association.
